Re: Suddenlink Satisfaction Survey

On October 12, 1993, the public approved at a special election an ordinance granting the cable television company (currently Cebridge Acquisition, L.P. d/b/a Suddenlink Communications) a fifteen-year franchise to operate its system in the City. Suddenlink seeks renewal of that franchise from and after its expiration date of October 11, 2008. At a future date to be announced, the Mayor and City Council will hold a public hearing for the purpose of (1) identifying the cable related community needs and interests; and (2) review the performance of the cable operator under the franchise during the current franchise term.
The Cable Act requires that the public be given both notice of the proposed renewal and an opportunity to participate. I hope that this process will elicit comments from the public, including subscribers and non-subscribers, along with an open exchange with City officials. The resident’s input will be taken into account in considering a renewal agreement with Suddenlink.
In order to provide you greater participation in this input process, the City requests that you participate in filling out the Suddenlink Satisfaction Survey Form. Mail or hand delivery the completed survey to City Hall at P. O Drawer 798, Perry, Oklahoma, 73007, Fax: (580) 336-4065. The results of the survey will be presented at the public hearing. Completing the survey and/or attendance at the hearing is especially important since, due to changes in state and federal law, any renewal of the current franchise agreement will not be submitted to the voters for their approval.
The Cable Communications Policy Act of 1984 and the Cable Television Consumer Protection and Competition Act of 1992 places some limitations on the City’s ability to control rates and programming through the licensing renewal process. Therefore, the City is limited in its ability to regulate some matters, which may be of interest to the residents. Nevertheless, the purpose of the survey, public hearing(s) and renegotiation procedure is to address issues regarding public satisfaction in cable television service, to ensure that the new license addresses the future cable television-related needs and interests of the Perry Community, and to make Suddenlink aware of your opinion and needs.
